Original soil survey map sheets were scanned at 1:15840 scale.  You should rely on the bar scale for determining the scale of the map sheet.

These soil survey maps were compiled in 1966 by the Cartographic Division of the Soil Conservation Service.  USDA, from 1963 aerial photographs controlled mosaic based on Maryland Plane Coordinate System, Lambert conformal conic projection, 1927 North American datum.
